We exist to strengthen what our members do best: delivering whole-person behavioral health care in the communities where they live and work. That means giving providers the contracts, data infrastructure, and collective voice they need to be paid fairly, operate sustainably, and focus on quality care and better outcomes rather than paperwork.
With the highest concentration of Certified Community Behavioral Health Clinics (CCBHCs) in New York's rural counties, our network operates at the intersection of value-based care, health equity, and behavioral health transformation.

We negotiate on behalf of our 36 member organizations, leveraging New York's Chapter 57 parity requirements and our network's collective scale to secure rates that reflect the true cost of delivering behavioral health care. Our goal: contracts that are financially sustainable and tied to outcomes that matter.
Data Science and Population Health
Through Omnes Insights, our proprietary data platform, we give members real-time visibility into their attributed populations — enabling proactive outreach, care gap closure, and performance reporting across payers. We're moving from reactive reporting to genuine population health management
Rate Adequacy & Advocacy
We work with state agencies, health plans, and policymakers to ensure that rural behavioral health providers are represented at the table — and that reimbursement rates reflect the complexity of the populations they serve.
Care Coordination Infrastructure
We support seamless transitions across the care continuum, with particular focus on high-need populations: individuals with serious mental illness, substance use disorders, IDD, and co-occurring physical health conditions. Our CCBHC network provides an integrated, whole-person care foundation that few rural networks can match.
